A Passport is an essential travel document for those who are travelling abroad for education, pilgrimage, tourism, business purposes, medical attendance and family visits. During the last few years, the growing economy and spreading globalization have led to an increased demand for Passport and related services. To meet this increased demand, the Ministry of External Affairs (MEA) launched the Passport Seva Project (PSP) in May 2010.

Passport Seva enables simple, efficient and transparent processes for delivery of passport and related services. This project creates a countrywide networked environment for Government staff and integrates with the State Police for physical verification of applicant’s credentials and with India Post for delivery of passports.

All Indian citizens who depart or intend to depart from India are required to be in possession of a valid passport or travel document. Under the Passports Act 1967, the Government of India may issue different types of passports and travel documents such as Ordinary Passport, Diplomatic Passport, Official Passport, Emergency Certificate and Certificate of Identity for the purpose.

  1. HOW TO APPLY FOR A PASSPORT

1.1 Apply for passport via e-Form Submission

  1. Users need to register on Passport Seva Portal.

  2. After registering, login to the Passport Seva Portal.

  3. Download the Passport Application From for fresh or reissue of Passport.

  4. Fill the downloaded e-Form and click the Validate & Save button. This will generate an XML file which will be required later for uploading in the system.

  5. Upload the XML file through the Upload e-Form. Do not upload the PDF form at this stage as only XML file is accepted by the system.

  6. After uploading the form, click the “Pay and Schedule Appointment” link to schedule an appointment at Passport Seva Kendra (PSK).

  7. Search for Passport Seva Kendra (PSK) location and select your PSK.

  8. After booking the appointment at selected PSK, you can make an online payment through Credit/Debit Card (MasterCard & Visa), Internet Banking (State Bank of India (SBI) and Associate Banks Only) or SBI Bank Challan.

  9. You can calculate the fee for passport services through Online Fee Calculator.

  10. Users can take print of the application receipt containing Application Reference Number (ARN) or Appointment Number.

  11. Visit the Passport Seva Kendra (PSK) where appointment has been booked, along with original documents such as Proof of Date of Birth, Identity proof with photograph, Proof of residence and Proof of nationality. Apply for Passport via e-Form Submission

  12. Apply for Passport Online – Fill your Passport Application Online

  13. To apply for fresh or reissue of passport via Online Form Submission, users need to register on Passport Seva Portal.

  14. After registering, login to the Passport Seva Portal.

  15. Click on Apply for Fresh Passport or Reissue of Passport link.

  16. Fill in the required details in the form and submit.

  17. After submitting the form for fresh or reissue of Passport, click the “Pay and Schedule Appointment” link to schedule an appointment at Passport Seva Kendra (PSK).

  18. Search for Passport Seva Kendra (PSK) location and select your PSK.

Apply for passport via Online Form Submission

  1. Apply for Passport in Person

  2. To apply for fresh or reissue of passport in person click on Print Application Form link available on Passport Seva Portal to download the application form. The downloaded form should be printed back to back on standard A4 size papers.

  3. You can also purchase a form for fresh or reissue of passport from District Passport Cell (DPC) for Rs.10/-.

  4. Submit the filled application form and self-attested photocopies of the supporting documents-such as at Proof of Date of Birth, Identity proof with photograph, Proof of residence and Proof of nationality at District Passport Cell (DPC) counter.

  5. Official at the DPC counter will verify the application form, photograph and the documents. Once the same are successfully verified and found to be complete in all respects, pay the fees in form of Demand Draft (DD).

  6. The Demand Draft (DD) should contain the Applicant Name, Date of Birth and Date of Submission of the application form written behind the Demand Draft.

  8. Collect the Acknowledgment Letter after fee submission which contains a File Number. This file number can be used later for tracking the file status.

  1. TATKAAL PASSPORT SERVICE

Tatkaal Passport Service is a scheme available to passport applicants who need their passports urgently out-of-turn. The final authority for the issuance of passport under the Tatkaal scheme lies with the passport office.

Passport under the Tatkaal Scheme is dispatched within one working day excluding the date of submission of application if police verification is not required. In case if police verification is required on a Post-Passport Issuance basis, the passport is dispatched on third working day excluding the date of submission of application – without waiting for the Police Verification Report.

  1. OTHER SERVICES

3.1 Police Clearance Certificate Passport is a very valuable document. Thus, in order to ensure that it does not go in wrong hands, police verification is required for issuance of passport. Depending on whether an application is for issue of fresh passport or reissue of passport, Passport Office (PO) shall decide whether Police Verification is required for issuance of Passport to an individual. Users can apply for Police Clearance Certificate via e-Form Submission or Online Form Submission or apply in person.

3.2 Identity Certificate Identity Certificate (IC) is normally issued to Tibetan Refugees residing in India, from the Regional Passport Office, Delhi (RPO Delhi) on recommendation by the Bureau of His Holiness the Dalai Lama (HHDL), New Delhi. In addition to Tibetan refugees, Stateless people residing in India may also apply for Identity Certificate at the Passport Office within whose jurisdiction they are currently residing.

IC issuance is subject to clearance by Ministry of External Affairs (Consular, Passport and Visa (CPV) Division). In addition, clearance by State Government (Department of Home Affairs / Police) / Foreigner Regional Registration Office (FRRO) is also required for grant of No Objection to Return to India (NORI) to be stamped on the Identity Certificate- External website that opens in a new window.

3.3 Give Feedback Or File Grievances Citizens can send their feedback or file their grievances on Passport Seva Portal. You can also contact the call center at 1800-258-1800 for any queries related to passport.

  1. mPASSPORT SEVA – MOBILE APP

Ministry of External Affairs has launched mobile app mPassport Seva to provide all the passport related information on the mobile for smartphone users.

mPassport Seva is designed primarily for the citizens who are interested in Passport related information only. It’s a light weight, easy to use app that provides specific details on areas such as Location of centers, Fee, Application Status, Contact Information and other General Information.

RECOMMENDATIONS FROM EASYGOV TO GOVERNMENT – TO MAKE SERVICE BETTER

Passport Service has been tremendously improved by the government in past years. The services by Passport Seva Kendra has been made easier, fast and convenient for the citizens. No doubt the effort of the government can be seen and the service has impeccably improved over a period of time. EasyGov would like to give several recommendations for faster and more convenient delivery of service to Citizens –

  1. Remove proof of address requirement – Proof of Address requirement should be removed, it is redundant as police officer visits the residence of individual physically for verification. Passport authority shall trust the address provided by applicant. ID proof should suffice the requirement to establish his Identity for issuing a Passport.

Sometimes it becomes difficult for citizens to provide a current proof of address since a person might have changed his location/residence several times.

  1. Replace references by more authentic background check – The requirement of two references selected by applicant and their view about a person is not a satisfactory certification of someone’s good or bad behavior. Police should talk to people like guards in society/nearby shopkeeper/Colleague in office/neighbours to check if that person has a good character. A more substantive background check should be done for an individual before issuing a Passport

  2. Ask for Birth registration details instead of birth certificate- Birth certificate is major bottleneck that people are facing in passport application because of poorly defined process and different level of readiness of ULBs and PRIs. People who already have registered earlier but misplaced birth certificate are forced to follow the process of birth registration. This should only be applicable where birth record can be verified online by providing birth registration details.

  3. Simplify from– Passport form is a long and tedious form to fill. If someone analyses responses provided by user it will be seen that 70-80% applicant respond to 30-40% of questions/fields in same manner. Analytics has potential to reduce complexity of passport form by half at least. With the era of digital advancement, technology should be used to make Government to citizen services as convenient as possible.
