Transforming Welfare Delivery: The EasyGov Way

The Situation

Every government in the world is responsible for providing welfare to protect and promote the economic and social well-being of its citizens. The Indian constitution through directive principles makes it compulsory for Central and State Governments to design policies that ensure unprejudiced, humane and inclusive development of all citizens. Though, the welfare spend of the government at 1.6% of GDP is high for a low per capita income country like India, a large part of the disadvantaged population remains without adequate social and economic protection.

In the absence of a detailed analysis while designing welfare schemes and post disbursement impact analysis; the schemes suffer from inappropriate fund allocation, poor beneficiary identification and measurement of impact created by the scheme. This often leads to either fund underutilization or insufficient funds and wrongly targeted beneficiaries.

On the other hand, citizens aren’t always aware of the schemes available to them. Inconvenience in the application process and inability to track application adds to the beneficiary woes. Also, this exposes the system to rent-seeking. This is best highlighted by a study commissioned by NITI Aayog to assess DBT in accessing PDS in three UTs. 20% beneficiaries reported nonpayment as compared to official 1%. This gap was attributed to a lack of awareness in beneficiaries and administrative issues.

The Complication

The Government is constrained by the funds available and would like to create maximum impact. While the citizens are aware of the flagship schemes of the State and Central Government, they are not always aware of less popular schemes targeting specific groups. This information gap is often exploited by dishonest elements. Welfare scheme delivery suffers due to complexity in the application process and processing of the application. The current welfare delivery system is such that it requires high involvement on the part of the bureaucrats.

The Need

India needs to create a 21st-century welfare ecosystem to bring upon large scale welfare reforms. The adoption of technology to improve last-mile delivery and increased accountability of implementors is required. This can be achieved by transforming welfare schemes from “Design-Discovery-Delivery”. Design refers to the identification of the beneficiary group, rules for selecting the beneficiary, identifying the nature and quantum of benefits and plan to reach the targeted group. Discovery means providing information to the target group, providing them information on how to apply, providing an application channel and driving efficient processing. While Delivery implies providing the citizen with the monetary or non-monetary benefit.

Proposed Solution

EasyGov proposes to implement a built-for-purpose solution to deliver the welfare schemes to the right recipients on time. Such a solution would need the following components:

Welfare Design At the onset, demographic and economic data must be used to design any scheme and redesign existing schemes. The key parameters for design must include the target group identification, benefits to be provided, potential coverage, short term and long term benefits delivered and expected impact. This would also help in scientifically allocating the budget for any scheme.

Discovery Platform An easy to use platform that allows citizens to navigate through hundreds of welfare schemes available in a state.

Application Platform An intuitive integrated platform which is device agnostic and easy to use platform which allows citizens to apply themselves or with minimal support.

Application Processing PlatformA platform for government users or nominees to verify the eligibility and disburse funds.

Welfare Processing CenterA centralized office to help rule base application processing with minimal involvement of the line departments.

Command and ControlA central monitoring agency within the Chief Minister’s Office to

monitor the delivery and impact of welfare schemes.

The solution will massively benefit the government as well as the citizens. Our government will have a greater realized impact of welfare schemes in the country along with sufficient and efficient utilization of manpower. The solution will also allow our government to have a better control over welfare delivery while having a single view across departments.

As it pertains to citizens, our solution provides access to more impactful schemes whilst giving easy access to information. Citizens will experience greater transparency as well as a reduced cost to apply for schemes.
